Hanoi, 16 Sep 2026 – FIFA has imposed a ban on Cong An Ha Noi FC registering new players for three consecutive transfer windows, with the sanction taking effect in September 2026.
According to information published by world football’s governing body, Cong An Ha Noi FC’s registration ban officially came into effect on September 15, 2026 — the same day the Vietnamese club played their opening match of the AFC Champions League Elite 2026/27.
The sanction prevents the club from registering new players for the next three transfer windows.
Tuoi Tre contacted Hanoi Police Football Company Limited, the organization responsible for managing and operating Cong An Ha Noi FC, to seek clarification over the reason behind the FIFA sanction but had yet to receive a response.
FIFA’s public registration-ban list does not specify the exact reason for Cong An Ha Noi FC’s case. In general, clubs can be placed under registration bans for various regulatory breaches, including financial disputes or violations involving players’ contractual rights.
FIFA maintains its registration-ban system as part of efforts to ensure transparency and compliance with regulations governing player registration. Clubs are formally informed of sanctions and, depending on the nature of the case, may be able to take the necessary steps to resolve the underlying issue.
Vietnamese football has seen similar cases in recent years. Thanh Hoa FC, for example, have previously faced FIFA registration sanctions. Their most recent ban took effect in May amid financial difficulties.
By August, however, Thanh Hoa had completed the necessary procedures to have the restriction lifted, allowing the club to resume transfer activities and register players for Vietnam’s professional competitions.
This is also not the first time Cong An Ha Noi FC have faced disciplinary action from an international football governing body.
Earlier this year, the club were sanctioned by the Asian Football Confederation (AFC) and handed a 3-0 defeat against Tampines Rovers in the first leg of the AFC Champions League Two 2025/26 Round of 16 after breaching player eligibility and registration regulations.
Unless the latest sanction is successfully challenged or the underlying issue is resolved in accordance with FIFA’s procedures, Cong An Ha Noi FC would be unable to register new players during the three-window period.
The restriction applies to new registrations regardless of whether the players are young prospects, domestic signings or foreign recruits. Beginning in September 2026, the ban could affect the club’s transfer activities through the end of 2027.
